Five elected representatives serve on the Board of Directors, which govern the Metro District. The board establishes policy and provides direction for the District staff members. Steve Labossiere comes from a military family. He was born in Spain and lived in Europe, the Middle East and throughout the U.S. Steve earned a Bachelor’s Degree of Science in Accounting from the University of Florida. Early in his career, Steve and his wife Resa moved to Luxembourg to work and experience European life. After three years in Luxembourg, Steve and Resa moved to Hungary, where Steve became a founding partner of Deloitte Central Europe (“DCE”), a firm spanning 17 countries which grew to over 1,600 professionals in less than 5 years. Dwight and his wife, Sally, have lived in Castle Pine North since 2005.
Dwight views the decision of the citizens of Castle Pines North to incorporate as bringing new planning and operating challenges to the CPN community. His goal is to work toward integrating the interests of the organizations serving the CPN community into a well defined master plan that enables the community to move forward with efficient and cost effective management on a sound financial basis.
Dwight attended college at Friends University in Kansas and has worked in the water/wastewater industry for the last 35 years in the private and public sectors. He is co-owner of Santec Corporation in Castle Rock.

Born in Houston, and raised in Pasadena, Texas, Keith moved to the Forest Park neighborhood in 2003. He is married to the love of his life, Jenny Heckendorf, an insurance and financial services agent with Country Financial. Their nearly 3-year old son, Rylan, attends pre-school at Castle Pines Academy.
Keith comes to the Metropolitan District Board having served in, and been honorably discharged from, the United States Navy and having earned a Bachelor of Science in Information Technology from Colorado Technical University. He has a combined 15 years of experience as Systems Engineer with TRW, Inc. and Program Manager with Northrop Grumman. [Read Full Bio]

Andy has lived in Castle Pines North for seven years.
Andy feels Castle Pines North Metro District is in position to take steps now that will secure water resources well into the future. He brings business and entrepreneurial qualities to the table, which will be vital in negotiating with the water community in Colorado. His goal while serving on the board is to make each decision based on what is best for the residents, followed by solid communication with the city and residents.

Bill and his wife, Jackie, are five-year residents of Castle Pines North. Although originally arriving in CPN as part of a job relocation, they have fallen in love with CPN.
Bill looks forward to applying his experience to develop a working model of collaboration between the Metro District and the new city government, finalize a plan to supply CPN with long-term sources of water, and establish an appropriate use of existing funds.
His educational background includes two engineering degrees from MIT. In addition to a 13 year career with IBM, he has started his own technology services firm and currently is a General Manager of Services Development for Software House International, a $3B technology services organization. He and Jackie are also co-owners in the Castle Rock Cold Stone Creamery. |
